BEE Star Rating Certification

BEE Star Rating certification indicates the energy efficiency of electrical appliances on a 1–5 star scale. Mandatory for 10 appliance categories including air conditioners and refrigerators, the certification requires testing at a BEE-empanelled laboratory followed by brand and model registration.

What is BEE Star Rating Certification?

The BEE Stars & Labelling Programme is administered by the Bureau of Energy Efficiency (BEE), a statutory body under the Ministry of Power, Government of India. Under this programme, specified electrical appliances and equipment must be tested for energy performance and display a BEE Star Rating Label — showing 1 to 5 stars — before they can be legally sold in India. Higher stars indicate greater energy efficiency.

The programme serves dual purposes: it empowers consumers to make informed, energy-efficient purchasing choices; and it drives manufacturers to continuously improve product energy performance. Mandatory star labelling is governed by the Energy Conservation Act, 2001 and the BEE Standards & Labelling Programme. Currently 21+ product categories are under mandatory labelling, with more categories being added regularly.

Energy Savings Impact: India's BEE programme has prevented over 100 billion kWh of electricity consumption annually, saving crores of tonnes of CO₂ emissions each year. Compliance is not only legally required — it's a major competitive differentiator.

Our Process

1
Applicability Check
We determine whether your product falls under BEE mandatory star labelling programme or voluntary scheme and identify the applicable Energy Performance Standard.
2
Energy Testing at BEE Lab
Product is tested at a BEE-empanelled or NABL-accredited laboratory for energy performance parameters (EER, COP, lumen efficacy, power factor, etc.) as applicable.
3
Application Preparation
We prepare the BEE portal application, star label design, and technical documentation meeting the Minimum Energy Performance Standards (MEPS).
4
BEE Portal Submission
Application is submitted on the BEE ECBC portal. We pay the prescribed fees and ensure all model-specific data is accurately entered.
5
Star Rating Granted
BEE issues the star rating certificate. The label — specifying 1 to 5 stars — must be affixed on all units and packaging before sale.
6
Annual Update & Renewal
BEE periodically upgrades star rating criteria. FGMS monitors changes and assists in re-testing and label updates to maintain compliance.

Documents Required

The following documents are generally required. Exact requirements may vary based on your product, entity type, and applicable standard. Our team provides a precise checklist after consultation.

Company registration/GST certificate
Product brochure and technical specifications
Energy performance test report from BEE-empanelled lab
Star label artwork draft (meeting BEE label format guidelines)
Declaration of conformity with applicable energy standard
Model-wise energy consumption data sheet
Details of all variants to be covered under the application

Frequently Asked Questions

BEE mandatory star labelling covers: Room Air Conditioners, Refrigerators, Washing Machines, Direct Cool Refrigerators, Geysers (Storage Water Heaters), Ceiling Fans, LED Lamps, Televisions, Frost Free Refrigerators, and Distribution Transformers. Additional products are added periodically.

Mandatory labelling requires star rating before a product can be sold — products without a label cannot enter the market. Voluntary labelling allows manufacturers to voluntarily get rated and display stars for competitive advantage. Mandatory products are governed by Energy Conservation Act 2001.

MEPS stands for Minimum Energy Performance Standard. It defines the minimum acceptable energy efficiency level for products under BEE mandatory programme. Products failing to meet MEPS cannot be sold in India, regardless of star count.

Each product category has its own energy metric — for example, Air Conditioners use ISEER (Indian Seasonal Energy Efficiency Ratio), refrigerators use annual energy consumption (kWh/year), and fans use service value (CMF/W). Products are placed in star bands (1–5 stars) based on measured performance against BEE's published star criterion bands.

Yes. BEE star rating plans are typically valid for 1–2 years. BEE periodically enhances the star criteria (making it harder to achieve higher stars) to drive continuous product improvement. Manufacturers must re-test and re-register to maintain compliance as criteria evolve.
