The Foreign Manufacturers Certification Scheme (FMCS) is a BIS initiative enabling overseas manufacturers to obtain the ISI Mark for products destined for the Indian market. Introduced in 2000 under the Bureau of Indian Standards Act, this scheme allows foreign factories to demonstrate conformity with applicable Indian Standards and display the ISI certification mark on their goods.To participate, the overseas manufacturer must appoint an Authorised Indian Representative (AIR) — an individual residing in India who holds at least a bachelor's degree in a relevant technical field. The AIR acts as the official liaison with BIS throughout the certification process and is responsible for maintaining ongoing compliance.The application process begins with an online submission through the BIS portal, after which BIS nominates an auditor to conduct a factory inspection at the overseas premises. Product samples drawn during the audit are dispatched to a BIS-recognised laboratory for testing against the applicable Indian Standard. Upon satisfactory audit and test outcomes, BIS grants the licence, valid for one year and renewable annually.The overall timeline from application to grant is approximately six months. A Performance Bank Guarantee equivalent to USD 10,000 from an RBI-approved bank is mandatory.
