What is TEC / MTCTE Approval?

The Mandatory Testing and Certification of Telecom Equipment (MTCTE) programme is a regulatory requirement administered by the Telecom Engineering Centre (TEC), a technical arm of the Department of Telecommunications (DoT), Government of India. Effective from October 1, 2021 in phased implementation, MTCTE mandates that all specified telecom and network-connected equipment must be tested and certified by a TEC-designated laboratory and registered on the MTCTE portal before it can be manufactured domestically, imported, or sold in India.

MTCTE was introduced to address cybersecurity, safety, and interoperability concerns in India's telecom infrastructure. The programme currently covers 30+ telecom equipment categories with more being added, and has significant import implications — customs now cross-checks MTCTE certificates at the time of import clearance. Indian and foreign manufacturers must plan MTCTE compliance into their product launch timelines.

MTCTE (Mandatory Testing and Certification of Telecom Equipment) is a certification programme mandated by the Department of Telecommunications (DoT), Government of India. From November 2022, telecom equipment cannot be imported or sold in India without MTCTE certification. Covered products include: mobile phones, landline phones, routers, modems, CCTV systems with network interfaces, EPABX systems, satellite terminals, telecom infrastructure equipment, IoT devices with telecom interfaces, and any device with a SIM slot or mobile network connection.

ERDs are the technical standards documents published by TEC (Telecom Engineering Centre) that specify mandatory safety, EMC, and functional requirements for each category of telecom equipment. Testing must be conducted against the requirements specified in the applicable ERD. FGMS identifies the correct ERD(s) for your product and coordinates all required testing.

No — MTCTE and WPC ETA are separate approvals often both required for wireless telecom products. MTCTE (from TEC/DoT) covers product safety, EMC, and functional conformance of telecom equipment. WPC ETA (from WPC Wing/DoT) covers spectrum/radio frequency use. Products like mobile phones, Wi-Fi routers, and LTE gateways need BOTH MTCTE and WPC ETA before import or sale in India. The TEC ID is a unique identification number assigned by TEC to each certified equipment model. It must be physically marked on the product label and declared on import shipping documents. Customs authorities verify the TEC ID during import. Products without a valid TEC ID are held or confiscated at ports.
