The Mandatory Testing and Certification of Telecom Equipment (MTCTE) programme is a regulatory requirement administered by the Telecom Engineering Centre (TEC), a technical arm of the Department of Telecommunications (DoT), Government of India. Effective from October 1, 2021 in phased implementation, MTCTE mandates that all specified telecom and network-connected equipment must be tested and certified by a TEC-designated laboratory and registered on the MTCTE portal before it can be manufactured domestically, imported, or sold in India.
MTCTE was introduced to address cybersecurity, safety, and interoperability concerns in India's telecom infrastructure. The programme currently covers 30+ telecom equipment categories with more being added, and has significant import implications — customs now cross-checks MTCTE certificates at the time of import clearance. Indian and foreign manufacturers must plan MTCTE compliance into their product launch timelines.
