Make in India — Regulatory & Incentive Support

India's Make in India initiative, backed by over ₹2 lakh crore in Production Linked Incentive (PLI) schemes across 13 key sectors, represents the most significant manufacturing policy intervention in India's history. The initiative aims to increase manufacturing's share of GDP from ~15% to 25% by 2025, positioning India as a global production alternative and a self-sufficient economy across strategic sectors.

FGMS helps domestic manufacturers and foreign investors navigate the complex landscape of Make in India benefits — from DPIIT startup recognition and PLI incentive applications to domestic sourcing certifications, MII procurement compliance, and state investment incentive advisory. We ensure our clients maximise available incentives while maintaining full regulatory compliance throughout their India manufacturing journey.

Our Process

1
Programme Eligibility Assessment
We assess your product/project for applicable Make in India benefits: PLI schemes, DPIIT registration, startup recognition, MSME registration, and sector-specific FDI advisory.
2
DPIIT / Startup Recognition
For eligible startups, we file DPIIT recognition applications qualifying the entity for IP fast-tracking, tax benefits, self-certification for labour/environmental laws, and startup fund access.
3
PLI Scheme Application
We identify applicable PLI schemes (electronics, pharmaceuticals, textiles, ACC batteries, drones, food processing, white goods, solar modules, telecom, etc.) and manage the complete PLI incentive application.
4
Make in India Certification
For products requiring domestic value addition certification or procurement orders under MII preferential public procurement, we manage the required compliance certifications.
5
Industry Linkages & JV Support
We facilitate introductions to potential JV partners, EPC contractors, technology licensors, and industry associations relevant to your Make in India manufacturing project.
6
Incentive Optimisation
Comprehensive incentive mapping — state government incentives (capital subsidy, electricity duty exemption, stamp duty waiver), central PLI, export promotion schemes, and EoDB facilitation.

Frequently Asked Questions

Make in India is a flagship initiative launched by the Government of India in September 2014 to transform India into a global manufacturing hub. The initiative covers 25 key sectors including: defence manufacturing, automobiles, automobile components, aviation, pharmaceuticals, IT and BPM, textiles and garments, chemicals, electronic systems, food processing, heavy industries, infrastructure, leather, media and entertainment, mining, oil & gas, ports, railways, renewable energy, roads and highways, space, thermal power, tourism, and wellness. FGMS assists manufacturers in leveraging the full spectrum of Make in India benefits.

Production Linked Incentive (PLI) Schemes provide financial incentives (3–20% on incremental sales of manufactured goods over a base year) to eligible manufacturers who meet specified domestic production thresholds. Active PLI schemes cover: Mobile phones & Electronics (PLI 1.0 & 2.0), Pharmaceutical APIs, Medical Devices, White Goods (AC & LED), Textile products, Food Processing, Telecom & Networking Products, Auto & Auto Components, Advanced Chemistry Cell (ACC) Batteries, Solar PV Modules, Specialty Steel, and Drones. Each scheme has specific eligibility criteria, investment thresholds, and incentive structures.

Startups can register with the Department for Promotion of Industry and Internal Trade (DPIIT) to be recognised as "Startups" under India's Startup India policy. DPIIT-recognised startups benefit from: income tax exemptions for 3 years, lighter compliance requirements (labour laws, environmental laws), fast-track patent examination, government procurement without turnover/experience conditions, access to Fund-of-Funds (FFS) through SIDBI, and ESOPs taxation benefits.

For products covered under the Public Procurement (Preference to Make in India) Order, FGMS assists in: (1) calculating and documenting domestic value addition (DVA) percentages, (2) obtaining DVA certification from authorised agencies, (3) ensuring product certifications (BIS, etc.) align with the "Class I / Class II local supplier" categorisation in government tenders, and (4) advising on procurement strategy to qualify for preference orders across central and state government tender systems.
