PESO Certification

PESO certification is required for manufacturers and importers of pressure vessels, gas cylinders, petroleum equipment, and explosives in India. The 90–100 day process requires ATEX/IECEx certificates, recent test reports, and an Authorised Indian Representative engaged for a minimum of five years.

PESO Certification

LICENCE/CERTIFICATION

What is PESO Certification?

The Petroleum and Explosives Safety Organisation (PESO), headquartered in Nagpur, is the statutory authority under the Ministry of Commerce & Industry, Government of India, responsible for licensing and approving equipment used in the petroleum, LPG, compressed gas, and explosives sectors. PESO operates under the Petroleum Act 1934, Gas Cylinder Rules 2016, Static and Mobile Pressure Vessels Rules, and the Explosives Act 1884.

PESO approval is mandatory for manufacturers and importers of: LPG cylinders and accessories, industrial and medical gas cylinders, petroleum storage and dispensing equipment, explosives manufacturing and storage facilities, and pressure vessel equipment used in petrochemical, power, and steel industries. Products without valid PESO approval cannot be manufactured, imported, sold, or used in India — violations attract criminal prosecution and facility closure.

LPG Equipment
Domestic & commercial LPG cylinders, valves, regulators, flexible hose assemblies, manifolds — PESO Type Approval required.
Compressed Gas Cylinders
Industrial/medical oxygen, nitrogen, argon, CO₂, acetylene, hydrogen, specialty gases — PESO cylinder design approval.
Petroleum Equipment
Storage tanks, dispensers, pipeline valves, tank lorry equipment — PESO licence and inspection.
Explosives
Explosive manufacturing licences, storage magazines, blaster certifications — PESO explosives licensing.

Our Process

1
Product & Rule Applicability
We identify whether your product falls under PESO's jurisdiction — petroleum products, explosives, LPG equipment, compressed gases, or other statutory petroleum products — and which specific approval or licence is needed.
2
Technical Dossier Preparation
Complete application dossier prepared including product specifications, drawings, material specifications, testing data, safety assessments, and manufacturer details.
3
Product Testing at PESO Lab
Products are tested at PESO-approved laboratories for compliance with applicable standards — static pressure tests, hydrostatic tests, burst tests, flame tests, or chemical analysis as required.
4
PESO Application Submission
Application filed with the Petroleum and Explosives Safety Organisation (PESO), Nagpur. We handle all PESO online portal filings, forms, and fee payments.
5
PESO Inspection
PESO may conduct a manufacturing facility inspection to verify compliance with applicable Petroleum, Explosives, or Gas Cylinder Rules before granting approval.
6
PESO Approval Certificate
PESO issues the approval certificate (Type Approval / Import Certificate / NOC as applicable) for your product. Valid for the specified period and categories in the certificate.
7
Renewal & Ongoing Compliance
PESO certificates must be renewed periodically. FGMS tracks renewal deadlines, manages documentation updates, and ensures you are always in compliance with PESO requirements.

Company registration / incorporation certificate
Product technical specifications and engineering drawings
Material test certificates (steel grade, wall thickness, valve materials)
Hydrostatic / pressure test report from PESO-approved laboratory
BIS certificates for components (valves, cylinders, regulators — where applicable)
Gas chromatography report (for compressed gas cylinders — purity verification)
Declaration of conformity with applicable IS/PESO standards
Manufacturing unit address and layout plan
Authorised signatory details (PAN, ID proof)
Import/Export Code (IEC) for importers

Frequently Asked Questions

PESO (Petroleum and Explosives Safety Organisation) is the Government of India's regulatory authority under the Ministry of Commerce & Industry for approving and overseeing the safety of: (a) LPG cylinders, regulators, valves, and piping systems, (b) compressed gas cylinders (industrial, medical, specialty gases), (c) petroleum equipment (storage tanks, dispensing pumps, pipelines), (d) explosives manufacturing, storage, and use, (e) pipeline safety, and (f) gas torches, burners, and related equipment.

For LPG cylinders, PESO requires: (1) Type Approval of the cylinder design and drawings, (2) Inspector approval before each cylinder batch is filled and distributed, (3) Periodic hydrostatic re-testing of cylinders in service, (4) Approval of valve and regulator designs (BIS IS 8737 certification also required). FGMS manages the full PESO approval pathway for LPG equipment manufacturers and importers.

Yes. Import of any pressure vessel, compressed gas cylinder, or LPG equipment into India requires PESO's Import Certificate/NOC in addition to any applicable BIS certification. Without PESO clearance, customs will not release the consignment. FGMS manages both BIS and PESO clearances simultaneously to prevent import delays.

The Gas Cylinder Rules 2016 under the Explosives Act 1884 govern the design, manufacture, inspection, testing, filling, storage, transportation, and use of gas cylinders in India. PESO is the enforcement authority. All gas cylinder designs must be approved by PESO, and each cylinder must receive an Inspector stamp. FGMS guides manufacturers and users through full compliance with the Gas Cylinder Rules 2016.

PESO Type Approval for LPG/gas cylinders typically takes 3–6 months including document review, prototype testing coordination, PESO scrutiny, and any inspection visit. Import NOC/clearance for a single shipment typically takes 4–8 weeks from complete application submission. FGMS actively follows up to minimise processing time.
