India's Chemical (Management & Safety) Rules (CMSR), framed under the Environment (Protection) Act 1986, establish a comprehensive framework for the registration, notification, and control of chemical substances placed on the Indian market. Modelled on the European REACH regulation, the CMSR applies to manufacturers, importers, and downstream users of industrial chemicals.Administered by the Ministry of Environment, Forest and Climate Change (MoEF&CC), the rules impose four principal compliance obligations: Notification and annual reporting for all chemical substances; Registration for approximately 750 priority substances listed by the government; Classification, labelling, and packaging in accordance with GHS version 8 guidelines; and the preparation of Safety Data Sheets (SDS) for all hazardous chemicals in the supply chain.Substances classified as CMR Category 1/2 (carcinogenic, mutagenic, or toxic to reproduction), PBT (persistent, bioaccumulative and toxic), or vPvB (very persistent and very bioaccumulative) are designated as priority substances requiring enhanced regulatory scrutiny.
