Frequently Asked Questions

As per the MSME Development (Amendment) Act 2020 (effective July 1, 2020), the classification is: Micro Enterprise — Investment ≤₹1 crore AND Annual Turnover ≤₹5 crore. Small Enterprise — Investment ≤₹10 crore AND Annual Turnover ≤₹50 crore. Medium Enterprise — Investment ≤₹50 crore AND Annual Turnover ≤₹250 crore. Both investment and turnover criteria must be met. Both manufacturing and service enterprises qualify under the same criteria.

Key benefits include: (1) Priority Sector lending — collateral-free loans under CGTMSE, lower interest rates from banks and NBFCs, (2) Government procurement preference — 25% of central government procurement reserved for MSMEs, 3% for micro and women-led enterprises, (3) NSIC tenders — EMD (Earnest Money Deposit) waiver, tender fee waiver, price preference in government bids, (4) Faster dispute resolution under MSME Samadhaan (18 months for payment disputes), (5) Subsidies — technology upgradation, quality certification reimbursement, ISO certification cost reimbursement, (6) CLSS (Credit Linked Subsidy Scheme) for technology upgrades.

NSIC's Single Point Registration Scheme (SPRS) registers MSMEs for participation in government purchases made by central/state government ministries, departments, PSUs, and autonomous bodies. Benefits include: EMD exemption (saving 2–5% of tender value as upfront deposit), waiver of tender document fees, and eligibility for government purchase price preference. NSIC SPRS registration requires a valid Udyam certificate and typically ISO 9001 or a quality certification. FGMS manages complete NSIC SPRS application.

Udyog Aadhaar was the earlier MSME registration system (2015–2020) based on self-declaration. Udyam Registration (launched July 1, 2020) replaced it with a more rigorous, PAN-GSTIN-ITR data-linked system that auto-populates turnover and investment data from government databases, reducing scope for misrepresentation. Enterprises with old UAMs (Udyog Aadhaar Memorandums) must migrate to Udyam Registration. FGMS assists with both fresh registrations and Udyog Aadhaar to Udyam migrations.

Udyam Registration is not legally mandatory for all MSMEs, but it is practically essential for: availing MSME-linked bank financing and government credit schemes, participating in government procurement under MSME quotas, claiming MSME Samadhaan payment protection, filing GST composition under MSME benefit, receiving government subsidies and scheme benefits, and participating in export promotion schemes. Most banks and government agencies now require Udyam certificate as a basic eligibility document.
