BIS Toy Safety Certification — Mandatory QCO

The Toys (Quality Control) Order 2020, issued by the Ministry of Commerce & Industry, makes BIS ISI Mark certification mandatory for all toys sold in India. No toy — whether manufactured domestically or imported — can enter the Indian market without a valid BIS licence and the ISI Mark on the product. The regulation applies to all toys designed for or intended for use by children under 14 years of age.

India's toy market exceeds ₹12,000 crore and was previously dominated by imports, many of which were substandard or unsafe. The QCO was specifically enacted to protect children from unsafe toys and boost the domestic toy industry. Testing covers mechanical safety, flammability, chemical composition (heavy metals, phthalates, azo dyes), electrical safety for electronic toys, and acoustic safety for noise-emitting toys.

Child Safety Priority: The Toy QCO has one of the strictest enforcement regimes among Indian product quality orders. Products without BIS certification are seized at customs, and selling uncertified toys attracts fines and imprisonment under the BIS Act 2016. Both domestic manufacturers and importers must hold valid licences.

Yes. Foreign toy manufacturers must follow the FMCS (Foreign Manufacturers Certification Scheme) route or Scheme X under BIS. They must nominate an Authorized Indian Representative (AIR) in India. FGMS can act as AIR, handling the complete BIS toy certification process for international manufacturers importing toys into India.

The Toy QCO requires mandatory age-grade warning labels on all toys — particularly "Not suitable for children under 36 months" (3 years) warnings for small-part toys. Labels must be in English and Hindi, display the ISI Mark, and include manufacturer/importer name and address. FGMS reviews all packaging and label artwork for BIS compliance.
